Description:
Responsible for daily operations of SHC, LPCH, and Outreach Clinical Laboratory inpatient, outpatient and outreach testing, including technical quality of laboratory testing; personnel management and supervision; test performance, and reporting; participation in selection, development, analysis, of testing methods and equipment within the laboratory; communication with clinicians, identification and resolution of all problems and issues including outreach issues. Contacts and interacts directly with physicians, nursing, outreach clients, outreach physicians and their offices, staff and other departments regarding problem resolution and interpretation of laboratory testing; safety, quality assurance, quality control, and competency of personnel. Ensures that operations reflect the best utilization of resources, that delegated duties are properly performed and are consistent with the regulatory requirements and institutional policies and mission. Interviews potential employees and participates in employee selection. Participates in the education of fellows and residents, clinical laboratory scientist students, and clinical laboratory scientist staff.


DUTIES & ESSENTIAL JOB FUNCTIONS:

1. Supervises the day-to-day operation of assigned section of the laboratory by:

a) Evaluating short-term and long-term staffing needs and directing personnel to work in appropriate areas. Utilizing existing personnel to maximize efficiency. Making recommendations for effective, long-term strategic staffing patterns.

b) Troubleshooting technologists' technical problems in a timely and effective manner

c) Evaluating work flow patterns and initiating or proposing changes in staffing or processes to ensure timely reporting of inpatient, outpatient and outreach results.

d) Communicating laboratory policies, procedures, and announcements to technologists.

e) Handling technical questions, complaints, and problems from all categories of health care providers. Maintaining good customer relations with physicians, nursing staff, physicians' office staff and other health care providers. Serving as a technical resource for inpatient, outpatient and outreach testing.

f) Reviewing reports, worksheets, and QA reports in a timely manner.

g) Maintaining an up-to-date knowledge of laboratory computer functions.

h) Directing laboratory staff during computer down time so as to implement procedures, minimize overtime and deliver reports.

i) Insuring accurate and timely reporting of inpatient, outpatient and outreach test results.

j) Monitoring and maintaining adequate inventory to ensure uninterrupted testing by anticipating changing demands. Minimizing STAT supply orders.

k) As directed by Laboratory Manager, works directly with Outreach physicians or their office staff to resolve all problems including specimen integrity or labeling issues. Acts as a technical consultant to Outreach Coordinators.

2. Participates in the evaluation and direction of Clinical Laboratory Scientists and the Laboratory Assistants.

a) Provides complete and objective input and perform annual performance evaluations as assigned.

b) Communicates laboratory errors to staff, providing counseling and implementing corrective action when appropriate.

c) Provides encouragement and positive recognition to personnel on a regular basis.

d) Provides timely assessment and verification of competency of laboratory staff in their performance of policies and procedures.

e) Interviews applicants for positions within the laboratory.

f) Communicates and documents serious employee performance problems, including formal counseling sessions and dismissal proceedings.

3. Maintains and improves Laboratory policies and procedures.

a) Attends and provides constructive input at supervisors' meetings.

b) Observes laboratory functions and provides constructive input into the improvement and updating of protocols and procedures, integrating inpatient, outpatient and outreach processes to optimize quality of patient care...

c) Effectively monitors work practices and provides input for efficient lab operation.

d) Keeps current on literature in professional journals to provide appropriate input into updating laboratory procedures.

e) Works closely with the Medical Directors in the updating and enhancement of testing methods and procedures, including analysis of data, documentation of validations, and quality control improvements.

f) Accurately writes or coordinates writing and updating of procedures and policies and the validation of such procedures.

4. Keeps the all laboratories, including those offsite, in compliance with all regulatory agencies, ensuring quality control and safety.

a) Effectively maintains and reviews Quality Control records at appropriate intervals, observing problems and providing input into improvements.

b) Effectively coordinates the review of the procedure manual insuring that all procedures and policies changes are reviewed and signed annually by director.

c) Provides mechanism to assure that all employees are familiar with polices and procedures.

d) Promptly evaluates and troubleshoots quality control and equipment problems.

e) Effectively insures documentation of corrective maintenance and preventative maintenance done on any laboratory equipment.

f) Organizes and documents verification of employee competency in a timely manner.

g) Monitors proficiency test specimens: Provides distribution of specimens in a timely fashion; accurately reviews the workup; records results; assures that reports are submitted by deadline; and investigates and documents action for deficiencies.

h) Provides a safe environment for employees, instructing them in biological and chemical safety standards and documenting new employee and annual safety training.

5. Takes responsibility for resource management:

a) Prepares and posts, in a timely manner, work rotation for staff for daily, weekend and holiday schedules.

b) In an effective and fair manner, schedules time-off and vacations in accordance with laboratory policy.

c) Reviews time sheets accurately and efficiently to determine if they correlate with time off and approved overtime and submits time sheets in a timely manner.

d) Approves overtime and monitors overtime and sick leave usage.

e) Assists in the evaluation of space and utility requirements needed to meet the needs of the Laboratory; assists in planning evaluating and implementing physical changes within the lab.

6. Participates in teaching and training in Laboratory Medicine.

a) Effectively provides complete and accurate training of staff regarding laboratory policy, procedures and workflow.

b) Accurately monitors overall training of new employees to assure that at the end of their probationary period they have been trained in all laboratory procedures for which they are responsible.

c) Effectively provides appropriate training of new technologists and assistants to insure the proper procedures for computer result entry in multiple laboratory software systems and general computer operations.

d) As needed, teaches laboratory medicine procedures to Laboratory Medicine residents and other fellows, by scheduling their lectures and rotation on the benches, by direct teaching sessions, and by supervising projects and literature reviews of topics of interest.

e) Directs training and teaches theories and practice in respective disciplines to medical technology students to provide a program of complete education for students within the timeframe allotted. This training includes providing proficiency and written tests to evaluate student progress.

f) Accurately evaluates the Medical Technology program for completeness of training

6. Performs the task of Clinical Laboratory Scientists and laboratory assistant staff, as needed.

7. Promptly assists in any emergency laboratory situation as requested by the Directors and Managers.

8. Maintains a clean and neat work area.

9. Understands the ergonomic and safety issues involved in the job and takes responsibility for insuring staff compliance workstation ergonomics. Personally works, and insures that staff work, in a manner to minimize the risk of personal injury as instructed. Maintains a clean, safe and neat work area. Complies with University/Hospital safety policies and procedures.

10. May rotate as supervisor on-call as necessary.

QUALIFICATIONS

REQUIRED

1. Knowledge of chemistry, biology, mathematics, hematology, microbiology, serology at a level normally acquired through completion of a Bachelor's degree in Medical Technology plus successful completion of a supervised one year clinical internship and at least 5 years clinical laboratory experience with increasing management responsibilities. For specialty licenses the coursework and training may be limited to that required for the specialty area.

2. Interpersonal skills necessary in order to communicate effectively with physicians, nursing personnel and other clinicians while reporting and explaining test results, gathering information and the like.

3. Analytical skills necessary in order to interpret and analyze test results, and determine appropriate course of action for abnormal or atypical results. Must relate same to normal health states and to presence of disease or other conditions that may alter results.

PREFERRED

Approximately six years on the job experience necessary in order to gain knowledge of testing procedures become familiar with Hospital laboratory equipment and systems, as well as attain proficiency in performing laboratory procedures.


REQUIRED LICENSES/CERTIFICATIONS

Requires a California State Department of Health Clinical Laboratory Scientist license or specialty area license, if only working in one specialty area.


REPORTING RELATIONSHIPS

Reports directly to the Operations Manager of the assigned section(s).


REQUIRED AGE-SPECIFIC COMPETENCIES

Competent in pediatric, neonatal and geriatric normal ranges, critical values and specimen requirements.
