Eligibility & Exclusions

Eligibility

Exclusions

The following are not eligible referrals under this program:

Candidate Referral Eligibility Requirements

To be eligible for referral under the Bills For Skills Employee Referral Program, referred applicants must fully meet the qualification requirements listed in the job description for the position.

How the Program Works

Referral Requirements

Referral Procedure

  1. Once the referral is submitted to the Department of Human Resources through the Bills For Skills web site, the referring employee will receive an electronic confirmation, and the referral will be forwarded to an HR Recruiter for initial contact. Anytime a change in status occurs on a referral, the referring employee will receive an email notification via the email address they used to enter the referral. Any additional comments by the HR Recruiter will be appended to those notifications.
  2. Once a HR Recruiter contacts the referred individual, they will determine if the referral is “eligible”, “ineligible” (cancelled), or if it requires additional follow up. The referring employee will receive an email notification of the change in status. If the referral requires follow-up, an HR Recruiter will make one additional attempt to follow-up with the referred candidate. After the second contact attempt, the recruiter will either change the referral status to “eligible” or “cancelled.”
  3. If the referral candidate is hired, the referring employee will receive an email citing that the employee has been hired into a Bills For Skills eligible position and, according to the program’s rules, the referring employee may receive the referral bonus at the specified six month and one-year dates. This confirmation email should be retained by the referring employee for their records and any required follow up.
  4. Referrals Older than Six Months. Any “eligible” referrals within the system that are older than six months will expire. The referring employee will receive an automated email from the system, notifying them of the change in status. After cancellation, the referring employee must resubmit a new referral to restart their eligibility for the referral candidate.

Duplicate Referrals

If duplicate referrals occur, only the first referral received will be eligible for payment.

Selection Procedures

The employment application will be reviewed through the normal hiring procedures. The appropriate Human Resources staff will review the application. If the applicant meets the specified qualifications for the position, the application will be referred to the hiring department for review and evaluation. Ultimately, the hiring manager will make the selection decision for the position based on the most qualified candidate. All information regarding the reason(s) for making a decision not to hire an applicant will remain strictly confidential.

Position Changes

If a referred employee changes to another position that is full time and benefited, the referrer will remain eligible for the referral bonus. If a referred employee leaves through termination or resignation, the referring employee shall not be eligible for the remainder of the referral bonus. In addition, if the referred employee fails to meet the conditions of employment for the Bills For Skills eligible position and transfers into a non-Bills For Skills eligible position (including a position requisitioned below 0.9), the referring employee will no longer be eligible for any subsequent payouts.

Hard to Fill Quarterly Position Designations

Management, in conjunction with Human Resources, will determine on a quarterly basis the positions covered under the Bills For Skills Program.

Payment Procedures

Referral Follow-Ups

Referring employees have one calendar year from the referral hire date to submit a request for follow-up on a referral payout. Any requests made after one calendar year will not be considered.

SHC/LPCH has the authority to make changes or cancel this policy at anytime with or without notice.
